When a person dies leaving assets in Israel, a local Israeli probate/administration order is required in order for his heirs or legatees to actually inherit such deceased person. When the deceased was at his death a domiciliary of a jurisdiction other than Israel, the Israeli law will apply the law of his domicile to his succession, and if such law refers back to the Israeli law (renvoi), only then will the Israeli law apply. Since foreign law is considered a matter of fact, the court demands a legal opinion of the foreign law.
